Massachusetts and New York are the two states that ban shipping any human-formula pepper spray within it's borders. In Massachusetts, pepper spray for human attacker(s) can only be purchased locally from a licensed firearms dealer and buyers must have a firearms identification card. In New York state, people within it's borders can purchase pepper spray from a licensed firearms dealer or a pharmacy.
Pepper spray cannot be shipped to Alaska, Hawaii or Washington DC.
STUN GUN RESTRICTIONS
Different US Codes regulate the possession of firearms and dangerous weapons, which include those that rely on conducted energy like stun guns or tasers.
Stun guns are NOT Legal in the State of Hawaii or Rhode Island.
